Who should I speak to at a site regarding site rules and safety?

The club has many club coaches, and they can usually be found on the hill when the weather is flyable. They may fly with a white ribbon attached to their harness for identification. Otherwise check out the Coaches List. If it's your first time flying a particular site, it is essential to get a site briefing. If you've not made prior arrangements with a coach or LAT Officer, then ask the other pilots. They'll either know the drill or direct you to someone who does know (and if they don't know that, it may even prompt them into getting a site briefing too).
